What’s this I hear about Congress seeking to impose a tax on television?

I saw a commercial urging all good Americans to stop Congress from passing a bill that would “tax television.” The commercial was vague on how exactly “Congress” plans to “tax” television – do they want to tax us based on how many hours we watch television a year, or just for the fact that we watch it at all? I was wondering if anyone else has seen this commercial or heard anything about this.
