Are the television airwaves owned by the public?

The FCC (in America) is supposed to reclaim these television airwaves in 2009. If so then how come AT&T is paying $2.5 billion in cash to acquire 12 MHz of spectrum in the 700 MHz range. How will the public benefit from this? Will they get free or reduced cost AT&T service or is it just the government taking from the public and giving them nothing in return?
